Documentation helps, but often it's used as substitute for good design.
If you have proper design, then the code and documentation practically
write themselves, and QA tests are self-explanatory.  If you have bad
design, then you have workarounds and documentations for workarounds.
You don't say anything, because your boss came up with the idea.
