As I said in my previous message, get rid of the proprietary router and
build your own commodity hardware and FOSS.

He would have to know it first.  I suppose he can set himself up to
advertise your SSID and watch for connections but that won't be
invisible ("Hey Dave, why is our hotspot in the list twice?) and it
won't actually connect to the Internet so you will know that something
is up.

You can also turn off the SSID broadcast so that random hackers don't
even know where to look.

I suppose there is still one more option.  Get more honest neighbours.  :-)
